Recurso de súplica contra el auto del 24 de julio de 2013, proferido por el magistrado Luis Ernesto Vargas Silva para rechazar la demanda de la referencia, bajo el argumento de que la norma acusada se encontraba amparada por la cosa juzgada constitucional a la cual hizo tránsito la sentencia C-750/08.
La Sala Plena CONFIRMA el auto recurrido, pues conforme a lo dispuesto en el artículo 241-10 de la Constitución, no es posible reabrir, a través de la acción pública, el debate en torno a la constitucionalidad de los tratados y de sus leyes aprobatorias.
